This manual is designed to provideguidance to institutions, researchers, and survey firms onhow to measure financial capability in middle, and lowincome countries using a new survey instrument that wasdeveloped and tested, from start to finish, in middle- andlow-income countries. This new survey was developed as partof a larger project financed by the Russia FinancialLiteracy and Education Trust Fund (RTF) and implemented bythe World Bank that encompassed both measurement offinancial capability and evaluation of financial literacyprograms. The development of the new RTF FinancialCapability Survey (FCS) was done in collaboration with ateam of external experts and teams from a total of 12 low-and middle-income countries. The full description of how thesurvey was developed can be found in Kempson, Perotti, andScott (2013) along with findings from the first wave ofsurveys that have been done. In this manual we brieflysummarize reasons why the FCS might be of interest to acountry, provide a detailed outline of the issues related toimplementing the survey successfully, and demonstrate how toanalyze the resulting data. The first chapter of the manuallays out the reasons why this survey could be of use topolicy makers. Chapter two describes the FCS questionnairesand their goals and objectives. Topics related to fieldwork,or the implementation of the survey, are covered in chapterthree. Guidance on how to analyze the survey is provided inchapter four.
