【 摘 要 】

"Mfuko wa Elimu Msingi" - orthe Community Education Fund (CEF) - was started in 1995. Itwas extended as one of the two key components under theHuman Resources Development Project (HRDP) launched in 1997.The HRDP is a pilot project undertaken by the Government ofTanzania and financed by a $20.9 million World Bank IDAcredit. It is intended to pilot solutions to some of the keyproblems of access and quality that characterize theTanzania education system. What was first regarded withskepticism has now expanded four times beyond its originaltarget and is emerging as a viable solution to the issues offunding, improving primary education and increasingcommunity involvement.
