The project's original objectiveswere to: a) improve living conditions and alleviate povertyin Kampala; b) improve urban financial management; and 3)strengthen institutional capacity. As part of the mid-termrestructuring, monitor modifications were made to theseobjectives: 1) strengthen the Kampala City Council's(KCC) ability to better deliver, finance, and maintain basicurban services for all Kampala residents, particularly thepoor; 2) assist KCC in getting demonstratable physicalimprovements on the ground aimed at gaining credibility withthe people it serves; and 3) strengthen the institutionalcapacity of sector institutions. The Note discusses theimpact on the ground and the lessons learned fromimplementing the project.
