One of the fruits of this partnershipwas the preparation of an unusually rich set of backgroundpapers, under the umbrella of a process-driven Institutionaland Governance Review (IGR); this Analytical and Advisorywork was skillfully designed to support the design andimplementation of PSCAP. Some of the papersfocused onpolicy; others provided qualitative assessments of therealities on the ground; yet others benchmarked differentfacets of the governance environment, as a basis formonitoring going forward. A comprehensive synthesis of theseIGR papers (referenced in Part A of the bibliography) isneither necessary not desirable; they stand on their ownterms. (Also: see the powerpoint overview in Appendix 1 ofEthiopia's decentralization experience prepared by theWorld Bank team which led the process.).The objectives ofthis IGR summary are more modest, namely to; Provide(following staff turnover in the World Bank team) an entrypoint of access to some of the rich materials which havebeen prepared under the IGR umbrella; draw on the materials(plus other background material on Ethiopia) to provide aqualitative, on-the-groundsense of the extent to which the2002 reforms have transformed the local governancerealities; highlight some of the important base-linebenchmarking exercises which were completed under the IGRumbrella, and which provide a key basis for monitoringprogress going forward ; and point tosome ways in whichbenchmarking can support the broader objective ofstrengthening the accountability for performance ofEthiopia's government, in the context of the politicalrealities prevailing in 2006.
