The World Bank-assisted Borgou regionalpilot rural support project was designed as part of theparticipatory management approach. It originally involved250 villages of Benin's Borgou region participating tothe Village Level Participatory Approach (VLPA) with theobjective of bringing to the local and stakeholder level thedesign of local development plans and activities. It wasimplemented by the government and communities from March1999 through June 2002 at a cost of US$5.06 million, itillustrated how transferring responsibility to communitiescan reduce costs and increase the pace of rural development.
