Linking Participatory Poverty Assessments to Policy and Policymaking : Experience from Vietnam

【 摘 要 】

The year 1999 was important forpoverty-related research, and policy development in Vietnam.The General Statistics Office had collected household datain the second Vietnam Living Standards Survey in 1998, andmade it available for analysis in 1999. And fourparticipatory poverty assessments (PPAs) were implementedduring 1999. The author's case study describes howgovernment agencies, donors, and nongovernmentalorganizations collaborated in implementing the PPAs. Theconsiderable amount of qualitative information about povertyproduced in Vietnam over the past eight to ten years hasrarely grabbed the attention of policymakers, who tend toview such information as "unscientific" andlacking in credibility. By contrast, the PPAs implemented in1999 have been widely circulated, used, and quoted. What wasdifferent about those PPAs that led their findings to bebrought into local, and national policy debates, as previousfindings had not been? Working partnerships among donors,and nongovernmental organizations were important, and helpedbuild consensus on the research findings, but more crucialwas the active engagement of government partners from thevery early stages. Establishing a Poverty Working Groupprovided a structure for implementing the PPAs, for feedinganalysis through to the poverty assessment, and for keepinggovernment fully involved. The Poverty Working Group nowsupports the government in drafting its poverty reductionstrategy. Strong World Bank leadership, financial supportfrom the U.K. Department for International Development, thetechnical expertise, and commitment of the PPA partnersagencies, and the availability of recent high-qualityhousehold survey data, played an important part in ensuringthe PPAs' credibility.
