【 摘 要 】
Even though it is widely recognized thatgiving farmers more secure land rights may increaseagricultural investment, scholars contend that, in the caseof China, such a policy might undermine the function of landas a social safety net and, as a consequence, not besustainable or command broad support. Data from threeprovinces, one of which had adopted a policy to increasesecurity of tenure in advance of the others, suggest thatgreater tenure security, especially if combined withtransferability of land, had a positive impact onagricultural investment and, within the time frameconsidered, led neither to an increase in inequality of landdistribution nor a reduction in households' ability tocope with exogenous shocks. Household support for moresecure property rights is increased by their access to otherinsurance mechanisms, suggesting some role of land as asafety net. At the same time, past exposure to this type ofland right has a much larger impact quantitatively,suggesting that a large part of the resistance to changedproperty rights arrangements disappears as householdfamiliarity with such rights increases.
