Health facility surveys come in variousguises. One dimension in which they vary is theirmotivation. Some seek to understand better links betweenhouseholds and providers. Others seek to understand betterprovider behavior and performance. Still others seek tounderstand the interrelationships between providers, whileyet others seek to shed light on the linkages betweengovernment and providers. Health facility surveys differ tooin the data they collect, in part due to the differentmotivations. Surveys also vary in the way they collect data,some relying on direct observation, some on record review,and some on interview. Some quality data are collectedthrough clinical vignettes. Facility data have been put to avariety of uses, including planning and budgeting;monitoring, evaluation, and promoting accountability; andresearch. Lindel and Wagstaff review some of the literatureunder each heading and offer some conclusions regarding thecurrent state of health facility surveys.
