【 摘 要 】

The authors estimate demand forinfrastructure services over the first decade of the newmillennium based on a model that relates demand forinfrastructure with the structural change and growth inincome the world is expected to undergo between now and2010. It should be noted that predictions are based onestimated demand rather than on any absolute measure of"need" such as those developed in the MilleniumDevelopment Goals. The authors also provide estimates ofassociated investment and maintenance expenditures andpredict total required resource flows to satisfy new demandwhile maintaining service for existing infrastructure.
