【 摘 要 】
How does Vietnam's public safetynet affect outcomes for the poor? Although social welfareprograms in Vietnam are centrally mandated, they are locallyimplemented according to local norms and local povertystandards and often rely heavily on local financing. Theauthor examines the coverage, incidence, and horizontalequity of the programs that can be identified in the datafrom the Vietnam Living Standards Survey. She looks at therole of location in determining whether the poor areassisted nationally. And she explores dynamic incidencebetween 1993 and 1998 and the degree to which programsperformed a safety net function. The author's analysisshows that coverage and payments to households are low andhave had a negligible impact on poverty. In principle,better targeting could improve the impact of currentoutlays. The analysis also shows that the system wasineffective in protecting households that were vulnerable toshocks. Finally, the results suggest that although there isa greater concentration of poverty-related programs andgreater household participation in poorer communes, thesystem spends more (absolutely and relatively) on the poorin richer communes.【 预 览 】
