【 摘 要 】

This study aims to assess the extent towhich reforms have actually been implemented, the impactthey have had on the rural population, and the challengeswhich, as a consequence, need to be addressed by the newadministration. This report is organized as follows: Section1 describes Mexico's rural economy. It reviews thebroad context of macro, trade, and sector-level reforms, thestrengths and weaknesses of both the productive andsocio-economic structure of agriculture and the socialsector, highlighting in particular the socio-economic andnatural resource characteristics that make the ejido sectorcentral to Mexico's development. Section 2 details therationale behind the 1992 legal reforms intended to to endalmost a century of politically motivated interventions inthe internal structure of te ejido and improve thefunctioning of land and labor markets in the social sector.This section reviews the way reforms were implemented, theprocedural safeguards adopted to prevent abuse, and theadvances, both in terms of numbers as well as impact, madein implementing them. Section 3 assesses PROCEDE (theNational Certifcation Program of Ejido Rights and UrbanLots) and its impact on the functioning of land rental andsales markets, ejidatarios' access to credit, andinvestment. Section 4 sums up policy recommendations in sixkey areas, including land policy, completion of PROCEDE, andensuring the sustainability of the advances made under PROCEDE.
