【 摘 要 】

This evaluation assesses the impact ofInternational Finance Corporation's (IFC's)Business License Simplification Project in the municipalityof Lima, Peru. It reviews two previous evaluations sponsoredby IFC and adds new evidence.Under the project, IFC'sForeign Investment Advisory Services (FIAS) worked with themunicipality of Lima to reform the administrative processfor obtaining a business license in Cercado de Lima, one of44 districts that comprise metropolitan Lima. According tothe municipality, 64 percent of the businesses in thisdistrict lacked a business license in 2005, and most of themwere microenterprises. The project was implemented fromJanuary 2005 to March 2007. The present evaluation conductedan independent review of both previous studies, collectedadditional data, verified the previous findings, and placedthe findings in the context of related studies andevaluations. The goal was to take stock of the results,collect and use other evidence, and draw lessons for futureIFC and World Bank operations. This chapter describes andcompares the divergent evidence on which procedures weresimplified by the license reform and by how much. A secondchapter reviews existing evaluations and previous relevantfindings from other countries; a third replicates andextends the regression evidence on the impact of licensereform on critical business outcomes, such as revenues andemployment. The fourth chapter, a cost-benefit assessment ofthe desirability of the whole program, reviews what thebehavior of businesses and their own testimony reveals aboutthe benefits of registration. The final chapter takes intoaccount the findings reviewed in previous chapters, as wellas new evidence in this study, and offers policyimplications and recommendations for IFC.
