This sector note aims to assist theGovernment, and the Ministry of Education in developing ajoint strategy, and action plan for the education, andtraining sector, and to improve coordination of donor inputsrelated to this strategy. The note provides an analysis ofmajor issues, achievements, and bottlenecks in the currentsystem, and an overview of key priorities, andrecommendations for actions to improve the performance ofthe sector. As well, it provides a background document fordiscussions with other education stakeholders, andinternational donors. Within the country'ssocioeconomic context, the note reviews the prioritychallenges the country faces, namely to improve access to,and equity, and quality of education. School mapping will beneeded to establish the provision of educational services,as well as a strategy document for providing services to thenomadic population, to raise the net enrollment ratio. Thecauses, and effects of repetition, and drop-outs should befurther analyzed, which includes teacher skills, andattitudes. Solutions could include the automatic promotionfor the primary level, phasing out late-age-entry intoprimary and over-age students, and, providing thealternative of distance learning education. Teacher trainingshould be significantly improved, through teachercertification, intensified in-service support, and Englishlanguage skills. The note further emphasizes onstrengthening, and expanding institutional capacity, andcreating a sustainable, equitable financing system.
