This is the fifth Annual Review ofDevelopment Effectiveness (ARDE). This year's Reviewhighlights the choice of lending and non-lending instrumentsand activities to achieve development objectives. Itcomplements the Annual Report on Portfolio Performance, theQuality Assurance Group's assessment of the activelending portfolio and of recent analytical and advisoryservices. As in prior years, the Review concentrates onlong-term development effectiveness trends. It finds thatselecting the right combination and sequence of activitiesfor a particular set of objectives can make the differencebetween success and failure. The findings of the 2001 ARDEdemonstrate sustained progress in portfolio performance andsuggest several directions for future Bank operations.First, the ongoing updating of the policy framework forinvestment and adjustment lending offer a good opportunityto offer operational guidance and improve instrument choice.Second in poor performing low-income countries simpleoperations, pilot projects, and non-financial activitieshave particular potential to deliver results. Third, foradjustment operations--a growing share of Banklending-success is more likely when the domestic consensusfor reform is strong and other Bank instruments are broughtto bear both upstream and downstream of the adjustment process.
