【 摘 要 】

This book examines progress withinRussia's financial sector and provides a road map forpromoting dialogue on and implementing improvements. Thebook is intended to complement and support the jointstrategic plan of Russia's government and Central Bankfor banking reform, a plan that includes manyalready-implemented legislative and regulatory efforts aimedat strengthening the Russian financial sector as a whole.The authors contend that any comprehensive strategy designedto enhance trust in Russian banking will need to focus onfour major themes: 1) encouraging financial intermediationby improving the legal and accounting infrastructure forfinancial sector development; 2) improving the currentstructure and performance of the banking system; 3)improving the effectiveness of bank regulation, bankrestructuring, and liquidation; and 4) enhancing enterpriseaccess to finance.
