【 摘 要 】
Developing countries have an enormousstake in the new round of World Trade Organization (WTO)negotiations, taking place now, and scheduled to becompleted by January 1, 2005. Their full participation inthe global trading system could lift and additional 300million people our of poverty by 2015. Since 1970, thesecountries have increased their share in all trade, fromone-quarter to one-third. Most of these gains, however, havecome from increased exports of manufactured goods, whichprimarily benefit the middle-income developing countries.Agricultural products, historically the more importantexports for poor countries, have lagged far behind. The mainreason for this is the protection - in the form of subsidiesand other support, running at roughly U$S 1 billion per day- afforded agriculture in industrial countries. This is morethan six times all development assistance. This reportcontains results of region-specific studies that will provea vital resource for policymakers, analysts, and othersworking in the development field. It provides answers toquestions such as, What lessons were learned from theUruguay Round? What is the relationship between tradeliberalization, and rural poverty? And, What is the role ofthe international development community in fostering atrading system that will result in development? The authorsargue that only by reshaping the world's tradingsystem, and reducing the barriers to trade, can truly globalexpansion take place.
