【 摘 要 】
This volume builds on the foundationlaid by the 2005 report by focusing on the factors affectingthe region's competitiveness and the critical role thatthe Caribbean Single Market and Economy (CSME) has to playas a driver of integration and economic development. Inaddition it highlights the potential of the EconomicPartnership Agreement (EPA), if properly implemented, tosignificantly increase the region's competitiveness andto help it attain long-term sustained development. Thispotential, however, will only be realized if precise tradeand competitiveness strategies are crafted to focusprimarily on removing the constraints to competitivenessendemic in the region. In addition, and this is a criticalelement of any newly-devised strategy, is the necessity torevise regional institutional mechanisms and mandates topromote implementation and to take advantage of the marketaccess opportunities presented by successive tradeagreements such as the EPA. This report, while highlightingthe need for immediate and concrete actions on the part ofthe Caribbean Community (CARICOM) member states, alsorecognizes the responsibility of the donor community inhelping to play a catalytic role in supporting trade reformand macroeconomic stability. The aid for trade agenda mustseek to address the weaknesses inherent in the formulationand application of international aid policies and implementnew frameworks aimed at enhancing the ability of these smallnation states to meet and overcome the challenges of global competitiveness.
