【 摘 要 】
Cooperative management, and developmentof Africa's international rivers holds real promise forgreater sustainability, and productivity of thecontinent's increasingly scarce water resources, andfragile environment. Moreover, the potential benefits ofcooperative water resources management, can serve ascatalysts for broader regional cooperation, economicintegration, and development - and even conflict prevention.But riparians will pursue joint action only when they expectto receive greater benefits through cooperation than throughunilateral action. Economic analysis can be used to make thecase for cooperation on international rivers, using toolsthat will help identify, and measure the potentialincremental benefits of cooperation, determine thedistribution of benefits among riparians, and assess thefeasibility, and fairness of alternative management, andinvestment scenarios. Where such schemes yield benefitdistributions, not perceived as equitable among riparians,economic tools could also be used to calculate, design, andimplement arrangements for redistribution. In all of theseways, economics can play an important role in enabling themanagement of international rivers, helping to motivate,design, and implement cooperative water resources management.
