【 摘 要 】
The European Union (EU) stands outinternationally as one of the regions of the world that hasmost explicitly and deliberately attempted to reduceregional disparities within its constituents. How effectivethis effort has been, and continues to be, is a matter ofopen debate. The current enlargement of the EU include toless affluent new members gives rise to a fresh set ofquestions: How can the cohesion objective best be advancedin a context were initial income will now be greater? Willthe accession process cause the income of the poorer regionsto converge toward EU standards, or will prevailingdisparities be exacerbated? What if anything, can the newmembers do about this? What help can they expect from the EUstructural funds, and how should the funds be applied tomaximize the cohesion objective? To answer these questionsthe World Bank, the Bertelsmann Foundation, and the CIDOBFoundation brought together leading scholars, senior policymakers, as well as representatives from European Commission,at a conference in Barcelona in October 2002. This bookpresents the results of their discussions.
