【 摘 要 】

Over the years, the term private sectordevelopment, has been misunderstood and misconstrued -variously vilified and sanctified. During the decade of the1990s, the role of the private sector in economicdevelopment, received increased attention, with controversysurrounding such issues as privatization, and corporatescandals. This book provides the first comprehensivetreatment of the topic. Central to the discussion, is thedesign of public policy that promotes an appropriate balancebetween competition, and regulation. It places specialemphasis on the means by which private initiative ischanneled into socially useful directions, particularly jobcreation, and basic service delivery for poor people.Finally, there is discussion of the implications of privatesector involvement for policies of development institutions.Written principally for policymakers, and advisers, the bookthoroughly explores the challenges inherent in creatingpublic policy that encourages, and enhances the developmentrole of the private sector. If global poverty is to bereduced, the private sector, by almost unanimous assent, iscrucial. The authors offer a broad-ranging, and balancedassessment of how to build workable, market mechanisms indeveloping countries.
