【 摘 要 】
A number of countries committedthemselves to the Millennium Development Goals (MDGs), aimedat eradicating extreme poverty, and improving the welfare ofpeople by the year 2015. The book assesses whether universalprimary education can be achieved by 2015. The study focuseson the largest low-income countries that are furthest fromthe goal, home to about seventy five percent of the childrenout of school globally. By analyzing education policies, andfinancing patterns in relatively high-performing countries,the study identifies a new policy, and financing frameworkfor faster global progress in primary education. The authorsuse a simulation model to show how adoption of thisframework, could accelerate progress in low-incomecountries, currently at risk of not reaching the educationMDG. The study however, makes it clear that worldwideattainment of universal primary education by 2015, willnecessitate an even stronger combination of political will,deep and sustained reform, faster dissemination of bestpractices, and intensified financial effort than has beenmarshaled to date.
