【 摘 要 】
The authors combine household survey andcensus data to construct a provincial poverty map of Vietnamand evaluate the accuracy of geographically targetedantipoverty programs. First, they estimate per capitaexpenditure as a function of selected household andgeographic characteristics using the 1998 Vietnam LivingStandards Survey. Next, they combine the results with dataon the same household characteristics from the 1999 censusto estimate the incidence of poverty in each province. Theresults show that rural poverty is concentrated in 10provinces in the Northern Uplands, 2 provinces in theCentral Highlands, and 2 provinces in the Central Coast. Theauthors use Receiver Operating Characteristics curves toevaluate the effectiveness of geographic targeting. Theresults show that the existing poor communes system excludeslarge numbers of poor people, but there is potential forsharpening poverty targeting using a small number ofeasy-to-follow measure household characteristics.
