【 摘 要 】
The paper highlights that the educationof children, and youth merits the highest priority in aworld afflicted by HIV/AIDS, specifically because a goodbasic education ranks among the most effective - andcost-effective - means of HIV prevention. It also meritspriority because the very education system that supplies anation's future, is being greatly threatened by theepidemic, particularly in areas of high, or rising HIVprevalence. The paper confronts the destructive power of theepidemic, with the need to accelerate efforts towardsachieving "education for all" goals, aiming atprioritizing education, because education is a major engineof economic, and social development, and, because educationis a proven means to prevent HIV/AIDS. It aims at settingpromising directions for such responsiveness, as revealed bya review of country experience to date: based on strategicplanning in pursuit of educational goals, school-basedprevention programs, and health education, focused onresources for effective school health (in partnership withthe United Nations Educational, Scientific, and CulturalOrganization (UNESCO), World Health Organization (WHO), theUnited Nations Children's Fund (UNICEF), and the Bank,should expand skills-based for youth peer education, andsupport for orphans. The broad principles of Bank supportfor education, underline the need to asses the impact of theepidemic vs. educational systems, to mobilize resources,reinforced by government commitments for sharing knowledge,and building capacity, within strategic partnerships.
