The study focuses on secondary educationissues, particularly the supply, and demand factorsaffecting student attainment, and performance. It exploresthe main challenges resulting from the rapid expansion insecondary education enrolments, in terms of access, equity,quality and financing, and, presents policy options toaddress them. It is important to note that vocationaleducation, and the issue of curriculum content, are notbeing addressed, since the Government took the policy toseparate technical education from secondary schools, clearlyselecting secondary education as the last stage of basiceducation, and, the definition of secondary educationcurriculum - which emphasizes basic skills and competencies- is linked to the reform being implemented. The reportreviews the access to primary education, which appears notto be a problem, and the growing demand for secondaryeducation. However, completion rates, raises major questionsregarding system efficiency. The differences among regions,and socioeconomic groups, address the issue of educationequity, particularly the overwhelmingly urban uppersecondary education, while determinants of school successfocus on the quality of education. Conclusions suggestrelevance improvement of public secondary schools, andaddress financing options for secondary education expansion.
