【 摘 要 】

Over the seven-year period covered bythis review, the International Development Association (IDA)significantly enhanced its relevance, and improved itsportfolio performance, repositioning its country assistanceprograms, increasing its responsiveness to borrowers,strengthening its field presence, and diversifying itslending instruments. And lately, IDA intensified its aidcoordination efforts in the context of the ComprehensiveDevelopment Framework (CDF) and Poverty Reduction StrategyPaper (PRSP) initiatives. IDA has helped many borrowers moveinto position to direct efforts toward poverty reductiongoals, and, while IDA was slow in complying with its IDA10governance undertakings, over the past four years, has givenpriority to public sector reform in country assistanceprograms. However, IDA has made limited progress inintegrating gender and environment (partly due to lack ofcountry interest), but accountability was also lacking. Thereport suggests fine-tuning of the replenishment process,perceived to be both over-determined, and overloaded;rather, this process requires stronger connections with alldevelopment partners. A longer-term vision in consultationwith borrowers, should be developed, focused on results,while engagement with developing countries could lead todefined commitments in terms of monitoring, and achieving objectives.
