【 摘 要 】
The report presents the findings of asurvey of public officials in Guyana, whose views weresought in a wide range of civil service issues - frompersonnel management, to rewards, and disciplinary actions,and, from budget environment to corruption. Answers wereused to test some prior assertions about the public sectorin the country, and, it is the respondents' belief thatpublic sector jobs are attractive, though public employeesare not fully prepared for their jobs through education, andtraining, nor is recruitment always based on merit. However,officials find policies consistent, but implement policieseven if in disagreement with policy directions. Furthermore,decision-making is characterized by poor communication, andlow employee participation. Nonetheless, officials surveyedshowed insight about which reforms might enhanceorganizational performance, and, based on data analysis,quantification of how public officials assess theorganizations' institutional environment, andperformance was possible. Survey data demonstrated howwidely varied the institutional environments of suchorganizations are, and, provided evidence that performancedoes depend upon institutional environment. The reportprioritizes interventions according to the potential payoffsin different performance areas, suggesting performancemonitoring is likely to be associated with significantpositive change in performance.
