【 摘 要 】

The report reviews the Bank'sexperience with aid coordination, which lies at theintersection of many development effectiveness challenges.While globalization has brought new opportunities fordevelopment rewards, poverty has increased, and concessionalaid shrunk. In 1995, the Bank focused on enhanceddevelopment effectiveness, emphasizing on linkages with thedevelopment community. An evaluative research was undertakenin 1998/99, and since then, aid coordination, andpartnership has intensified, through initiatives such as thePoverty Reduction Strategy Paper (PRSP), a process by whichlow-income countries are preparing PRSPs, and, efforts amongdeveloping agencies, and bilateral donors are being made.However, the report finds that many challenges still lieahead, and, examines results-based conceptual frameworks,through the determinants of effective country-led aidcoordination, and mutual responsibility under countryleadership, through selected country experiences, measuringthe quality of aid coordination. While the review concludesthat the development community has been well-served by theBank's leadership, the goal of country leadershipremains elusive. Recommendations suggest that the Bank alignaid coordination policies, and practices with theComprehensive Development Framework's principles ofownership, and partnership; and, that country teamssupporting consultative groups, work together with thegovernment, and development partners to formulate a strategyfor moving to country leadership.
