【 摘 要 】
Without rapid and substantialimprovements in education access and quality, broaderpoverty reduction efforts in Sub-Saharan Africa will bethwarted. This report argues that at the cusp of the 21stcentury, the opportunity to address the often intractableproblems of education in Sub-Saharan Africa is perhapsgreater than at any time in the past two decades. Economicgrowth has resumed in many countries; the politicalcommitment to education development is strong; and newdemocracies have created a more favorable environment forthe participation of civil society and communities in policyformulation and program implementation. Also, informationand communication technology offer new opportunities toovercome the constraints of distance and time. Finally,increased debt relief and stronger internationalpartnerships in favor of education will help ease thefinancing constraints on accelerating education development.The report proposes a strategy and a program of action forthe World Bank's Africa Region, which is striving tosupport countries in their efforts to accelerate educationdevelopment. It summarizes the challenges facing educationdevelopment in Africa, suggests key elements of countryresponses, discusses the implications of these responses,and proposes actions for improving the Bank'seffectiveness as a partner in education development. Indoing so, it lays the groundwork for future increases ofWorld Bank support for education development in Africa.
