As governments struggle with risinghealth care costs, public-private partnerships inconstructing and managing public hospitals can provideinnovative ways to control costs and improve service.Experience shows that such partnerships offer significantbenefits as long as policymakers structure the transactionscarefully and create sound regulatory arrangements to ensureuniversal access, quality care, and improvements in efficiency.
