【 摘 要 】

With limited land, capital, and a fastgrowing population, Burundi's main asset is itsyouthful population. Its main challenge is also to creategood quality jobs for its youth. With low levels ofeducational attainment and poor health status, the qualityof this young population is poor. After more than 13 yearsof conflict ending in 2000, and a period of modest recovery,Burundi has the opportunity to stimulate growth. Burundi ismaking strides in creating one of the fundamentals of jobcreation - investment climate. Investing in the skills ofthe population is critical for the success of growthstrategy and for creating productive employmentopportunities for Burundi's youth. The Government ofBurundi is introducing a major reform in the educationsector which is going to significantly impact skills inBurundi. This analytical report will contribute to defininga skills development strategy for Burundi to complement thegrowth strategy. It looks at the potential impact of thebasic education reform on the quantity and educationattainment of the working age population. Further it looksat the skills demands that are likely to emerge if Burundiupgrades along the value chain in selected sectors to ensurestrong alignment of occupation competencies in growthsectors. The report is structured as follows: section onegives introduction. Section two gives impacts of the newbasic education reform, and its pace of implementation, forthe education levels of potential new workers, and of thepopulation, over the next 10-15 years. Section threepresents the potential upgrading strategies for moving upthe value chain in the selected sectors. Section fourpresents current framework for strategic direction,demand-led approach, and coordination of the technicalvocational education and training (TVET) system.
