【 摘 要 】
This book points out that the mainissues confronting the Angolan authorities in their effortsto consolidate macroeconomic stability on a sustainablebasis and in promoting an improvement in the welfare of theAngolan citizens do not seem to differ significantly fromthose addressed in the 1990 report. Therefore, in thecurrent Country Economic Memorandum, the Bank reassessessome of the key issues that remain relevant nowadays andthat should help the Angolan economy reach a path ofsustainable economic development. The analysis in thisreport centers around the following four core issues: (i)taking stock of socio-economic realities; (ii) the optionsavailable for the management of the country's mineralwealth without deleterious macroeconomic consequences; (iii)the main constraints to economic diversification away fromthe mineral sectors; and (iv) the challenges andopportunities to improve the welfare of the population. Eachof these core issues forms the building blocks that providean overview of the current situation and a possible solutionto Angola's structural problems in the short to themedium term. The report thus plays an informative role andoffers policy recommendations. In Chapter 1, the analysisstarts with a brief discussion of socio-economic realitiesin the country. In Chapter 2, a comprehensive macroeconomicassessment is presented highlighting major past features,the country's constant search for stability, and recentsuccesses in the macroeconomic front. In Chapter 3, thereport discusses the structure of the petroleum sector, thefuture production profile, the size of the oil wealth, andpolicy options to manage the revenue windfall. Chapter 4focuses on the diamond sector, its structure, legal andfiscal framework, and explores ways in which the sector canimprove its contribution to social development. In Chapter5, the report assesses the quality of the businessenvironment and the opportunities to improve the investmentclimate. Chapter 6 discusses alternatives to unleash thepotential of the agricultural sector in generatingemployment outside of the mineral sectors. Finally inChapter 7, the analysis focuses on how to improve thelivelihoods of the poor and of the vulnerable withrecommendations on how to use the mineral wealth to improvepublic service delivery targeted to the poor.
