Section one provides a concise summaryof the results of the study and includes an overview of theconclusions as well as lessons learned based on theassessment of the case studies. Section two gives thecontext for the study including the definition of a set ofhydroelectric project development options as background torelated discussions of rehabilitation later in the report.Section three provides an overview of the contents of thisreport. Section four discusses the development andapplication of an assessment tool to facilitate the rapidassessment of regional hydropower inventories. Thisassessment tool has been applied to a data base andinventory of generating station information in the Africanand Central American regions to identify possible candidatesfor rehabilitation. The characteristics of the twoinventories are outlined in the section and details of theapproach and the results of the application of the tool tothe two regions are given in annex A. Section five presentsa screening-level economic assessment model which quantifiespotential costs and benefits associated with hydropowerrehabilitation, concluding with generally accepted economicparameters. Details of the development of the economic modelare given in annex B. Section six summarizes the applicationof the economic model to the two data base and inventory ofgenerating station information for the two regions (Africaand Central America). The application of the economic modelis not intended to provide site-specific economic parametersfor each station since there is insufficient information inthe data base for this. The objective of modeling is toprovide an order-of magnitude market assessment of thepotential for rehabilitation based on the limited dataavailable in the data base. Section seven presents a summaryof the important elements of a number of case studiesinvolving historical rehabilitation and expansion projects.The section is the source of a list of overall lessonslearned which is presented in the conclusions section.Section eight is a summary of issues which covers thespectrum of Incentives to Barriers associated with therehabilitation of hydro projects under three broadcategories: technical, financial, and environmental or institutional.
