【 摘 要 】
China's recent economic growth hasexpanded industrialization and urbanization, upgradedconsumption, increased social mobility, and initiated ashift from an economy based on agriculture to one based onindustry and services. Still more than half of China'speople still live in rural areas where average income percapita is less than a third of the urban average, a gap thatis among the largest in the world. Reducing thesedifferences is critical to building a harmonious, inclusivesociety. This report draws from background researchconducted by the advisory committee for stateinformatization, and attempts to provide an overview ofChina's rural information and communications technology(ICT) development primarily in the past 15 years. The reportfirst describes the status of China's ruralinformatization infrastructure. It then reviews existingrural ICT initiatives in China and summarizes them byorganizational models. International examples are includedto draw lessons from. Finally, the challenges of ruralinformatization are examined, and policy recommendationsidentified to address them.
