Five Asian nations, India, Indonesia,Sri Lanka, Thailand, and Vietnam began designing orinstituting Small Power Producer (SPP) programs in themid-1990s to support energy development jointly with theprivate sector. This note draws on important markers andlessons for other countries on how to implement similarprograms based on these experiences. While all Asianprograms demonstrate certain commonalities due tofundamental legal relationships, each experience has beentailored to local conditions and requirements. Some haveintroduced innovative bidding, competitive, or incentivestructures. The result is a rich palette of experience withsmall power projects in Asia.
