【 摘 要 】

This study is a follow-up to the HigherEducation for Francophone Africa's DevelopmentConference, held from June 13 to 15, 2006 in Ouagadougou atthe initiative of the World Bank in collaboration with theGovernment of Burkina Faso, the French Ministry of ForeignAffairs, and the Agence Universitaire de la Francophonie. Itcontinues and expands upon discussions that took placeduring that event. This study includes two sections. Thefirst analyzes the expenditure for the higher education inthe countries of French-speaking Africa by adopting a dualcomparison approach: (i) chronologically, for the last 15years, and (ii) inter alia, in particular juxtaposingFrench-speaking Africa compared to other developing regions.The second part presents financial simulation models inregard tonational higher education development plans forthe countries of French-speaking Africa.
