【 摘 要 】

The Policy Note is an assessment of theMedium-Term Development Framework (MTDF), along with anestimate of the projected budgetary impact of the Framework,and an elaboration of some specific critical aspects. TheMTDF is the Pakistani version of a higher educationstrategy. It is assessed for soundness, consistency, andrealism of the objectives and associated programs. The Notetests the MTDF through the simulation of budgetary impact,and proposes alternative scenarios for funding thedevelopment of universities and the higher educationsubsector from both public and private sources. The Notecomplements the MTDF in the following areas: quality,relevance, and accreditation; public and privatepartnerships; governance and management; costs and financingof the MTDF; and communication.
