Climate change is a huge challenge forthe agriculture and rural development (ARD) sector inRomania. On the one hand, agriculture is a source ofgreenhouse gas (GHG) emissions and must therefore beexpected to contribute towards the climate change mitigationgoals of the Europe 2020 strategy. European farmers,foresters, rural businesses, and other local peopletherefore need to start paying much greater attention toclimate change and the growing uncertainty that it willbring to their day-to-day lives and longer term strategiesfor production, management, investment, and communitydevelopment. This report is one of six rapid sectoralanalyses undertaken within the framework of component B ofthe World Bank's Romania climate change ReimbursableAdvisory Service (RAS) Program. The title of component B is"identify and integrate climate actions into the2014-2020 sector operational programs". The specificobjective of this report is to contribute to the successfulmainstreaming of climate action into Romania'spost-2013 rural development policy - namely the EuropeanAgricultural Fund for Rural Development (EAFRD) co-financedNational Rural Development Program (NRDP) for Romania2014-2020. This report builds upon a number of workingdocuments produced by the European commission on the themeof mainstreaming climate change in 2014-2020 ruraldevelopment policy. The report contains 6 main sections: anintroduction to the characteristics of the ARD sector inRomania.; an overview of the vulnerabilities and risks fromclimate change in the ARD sector in Romania, beginning withan introduction to the changes in baseline climate that arecurrently observed and predicted; a brief review of existingnational strategies, policies, and initiatives of relevanceto the ARD sector in Romania, including a description of theEAFRD measures related to climate action that were includedin the NRDP for Romania 2007-2013;the identification anddescription of priorities for climate change mitigation andadaptation in the ARD sector in Romania; an introduction tothe opportunities for mainstreaming climate actions in theforthcoming NRDP for Romania for 2014-2020, including abasic intervention logic (the foundation of all strategicprogramming for the EAFRD) and some examples of specificclimate actions that can be supported by the EAFRD; aclosing section highlighting the uncertainties regarding thefindings of this rapid sectoral analysis and the need forfurther work.
