【 摘 要 】

The strategic / sectoral social andenvironmental assessment of power development options (SSEA)offers an overview analysis of major regional powerdevelopment options and regional transmissioninterconnections in the Nile Equatorial Lakes region inEastern Africa. The assessment provides a solid foundationfor planning the development of the power sectors of theregion as it contains a proposed development strategy and aregional Nile Equatorial Lakes indicative development planto the year 2020. The SSEA is based on a review of thecurrent environmental and social context, the existing legaland regulatory framework, an assessment of the power needsfor the region, and identification of the power developmentoptions and a comparison of these options in terms ofenvironmental, socio/economic and risk considerations. It isa tool for public and private financiers, in theirassessment of potential support to power developmentprograms and projects in the region from a strategicperspective. The SSEA is consistent with the WorldBank's 2001 Environment Strategy and was undertakenwithin the framework of the Nile Basin Initiative (NBI) andthe Nile Equatorial Lakes Subsidiary Action Program, one oftwo investment sub-programs of the NBI, promotingcooperative investment projects in Eastern Africa. The studyarea covered Burundi, the eastern region of the DemocraticRepublic of Congo, Rwanda, Kenya, Tanzania and Uganda andwas undertaken in partnership with country experts andregional stakeholders. Key recommendations include: a) a setof power options to be implemented as soon as possible; b)further baseline studies of promising power options; c)countries in the region should move towards a high degree ofpower system interconnection and associated legal reforms;and d) prepare, develop and finance in the order of 100 MWof identified priority power options and strengthen theassociated transmission networks.
