Yemen Civil Society Organizations in Transition : A Mapping and Capacity Assessment of Development-Oriented Civil Society Organizations in Five Governorates

【 摘 要 】

Civil society in Yemen is vibrant anddiverse but highly fragmented. It includes independentregistered and organized civic groups, less organized localself-help organizations, and charity oriented groups. Thefirst period, from 1950 to 1963, saw a growth inassociational activity in the modern enclave of latecolonial Aden and within the protectorates of the northernimamate amidst heavy immigration and modernization. A secondstage of development took place in the late 1970s and 1980swith very little central control but exceptional affluencethanks to remittances from citizens employed in the Gulf. Asthe political transition in Yemen continues, there isrenewed interest in engaging local Civil SocietyOrganizations (CSOs) in the process of service delivery,decentralization, institution building and in encouraginginclusion and greater citizen participation. The Governmenthas requested that the World Bank update its earlier work onCSOs in Yemen to map and to assess the capacities ofpresent-day, development-oriented CSOs in five governorates.Nearly all of the CSOs that participated in this study wereformally registered, non-governmental organizations thatwere generally independent of tribal or religiousaffiliation. There is an important opening in Yemen atpresent to encourage greater social accountability amongCSOs and through CSO-Government partnerships. Socialaccountability includes a growing emphasis on beneficiaryengagement in monitoring and assessing governmentperformance as well as service providers, particularly inproviding feedback on, and voicing demand for, improvedservice delivery. Based on this study's findings, it isrecommended that the Government reform CSOs-relatedprocedures, including registration, re-licensing, anddecentralize avenues for CSO-ministry collaboration onservice delivery and standards development to thegovernorate-level branches of the respective Ministries.Finally, it is recommended that training be made availablefor Yemeni journalists that cover the work of thecountry's civic sector or development issues in general.
