【 摘 要 】

This study examines the demographic,socioeconomic, and cultural circumstances of young men andyoung women (aged 15-29) in Upper Egypt. Where appropriate,comparison is made with the rest of the country. It exploresthe perceptions of young men and women regarding thechallenges and opportunities they face as they attempt togain access to education, employment, services, and civicengagement. More broadly, the study explores their views onthe factors that facilitate or limit their inclusion in thesociety and economy of Upper Egypt. This report focuses ontwo main transitions of young Upper Egyptians: thetransition from school to work, and the transition to activecitizenship and civic engagement. The study also brieflyconsiders young people's engagement in the January 25thRevolution and their aspirations for the future in itsaftermath. It concludes by offering recommendations foryouth-inclusive policies that could expand the scope ofemployment and participation opportunities currentlyavailable to young people. The focus of the study being onUpper Egypt, it does not examine comprehensively theimplications of youth employment and participation forEgyptian society as a whole. In its analysis of gender, thestudy analyses the dimension of access to education, butdoes not attempt to explore the issue of gender segregationin educational specialization. The report is consists offive chapters. Chapter two focuses on the transition fromschool to work, examining educational attainment, laborforce participation, unemployment, joblessness, and genderissues. It also briefly considers youth entrepreneurship andinvolvement in agriculture. Civic engagement is the focus ofchapter three, which presents young people'sunderstanding of civic engagement and constraints tocommunity participation. Chapter four considers youngpeople's involvement in the January 25th Revolution.Conclusions and policy recommendations reflecting youngpeople's aspirations for the future are discussed inchapter five.
