Under what conditions is serviceprovision by donors and non-state actors likely to undermineor strengthen citizens' legitimating beliefs? A newstudy assesses associations between donor and non-stateactor service provision and the sense of obligation thatthese associations produce for citizens to comply with taxauthorities, the police, and courts. This note presents thestudy's findings, which suggest that the provision ofservices by donors and non-state actors is strengthening,rather than undermining, the relationship between citizensand the state.
