In the India operations of the WorldBank, there is little evidence as yet to substantiate thatcommunity based procurement results in value for money in afair and transparent manner. In order to understandcommunity based procurement in relation to Value for Money(VFM), governance and accountability, a study was needed toexplore these concepts and their dynamics. The present studyfocuses on Community Based Procurement (CBP) outcomes acrosscompleted sub-projects. The study on CBP was carried out in84 successful subprojects from three Community DrivenDevelopment (CDD) projects in India (in the states of AndhraPradesh, Madhya Pradesh and Tamil Nadu) and local governmentunits (Gram Panchayats) in the state of Kerala, to explorelinkages both in terms of enablers and outcomes. The studyconsiders only completed and successful sub-projects todetermine reasons that led to its success. The findings mayhave been impacted positively by this purposive selection.
