【 摘 要 】
This latest Voices of the Poor studyadvances the participatory research tradition of theprevious World Bank Voices works with new modules focusingon poor peoples' action recommendations. In the summerof 2002, 942 poor women and men from ten poor communities ofColombia discussed urgent problems facing their families andcommunities. They shared their experiences, frustrations andhopes for improving their deteriorating livelihoodprospects, the pervasive violence afflicting their homes andcommunities, and the very poor educational and trainingopportunities availably locally. Voices of the Poor inColombia also includes proposals, developed by thecommunities, that they believe can bring real improvementsto their lives. Two broad patterns emerge from the more than250 action recommendations developed. First, poor peopleview problems of livelihood, insecurity and education astightly connected, and progress will have to be madesimultaneously on all three fronts if any is to be made atall. Second, households are seen to be the critical arenasin which development problems begin and then spread, andresponsive and effective local institutions are terriblyimportant if poor families and communities are to becomemore harmonious, secure and prosperous. Despite the widerpolitical violence, a significant finding from this work isa very widespread view that more cohesive and strongerfamilies and local organizations are the bedrock to greaterpeace and development.
