【 摘 要 】
The literature on technological changeand growth has mainly used econometric models to establishthat factors, such as the degree of openness, skills,research and development expenditures, number of patentsetc., are critical determinants of innovation and its effecton growth. However, this approach fails to explain the roleof institutions and policies that created the environmentfor innovation. Using 10 case studies from developingcountries, this publication examines how governmentsfostered technological adaptation through public-privatepartnerships to develop world-class exporters inhigh-growth, non-traditional industries.
