In Vietnam the water supply issue iscomplicated: given the history of a strongly centralizedeconomy, would the private sector be willing or able torespond to new opportunities in water infrastructure.Pilotprojects testing a new approach in two Vietnamese townsprovide encouragement: allowing communities a voice indetermining how water will be delivered and at what cost canlead to viable and politically acceptable solutions.Andthe local private sector is responding to the new opportunities.
