This report provides a concise overviewof the current situation of the mining sector in Albania. Itevaluates the major events that took place in the last twodecades (especially regarding the privatization process),and examines its governance, overarching policies and itslegal frameworks that have guided the sector development.Having identified the weaknesses and difficulties that thesector faces, the report then suggests an outline for acomprehensive reform program. The main findings in thisregard are related to: improving sector governance;improving regulatory effectiveness; strengthening thetechnical capacities; addressing environmental and sociallegacy, and community benefit sharing issues; and sustainingsector growth through sector promotion. The report alsosummarizes an evaluation of the mineral legal and regulatoryenvironment, in order to inform an overall reform strategyand to identify commodities and/or resource areas ofparticular interest going forward, 'low hangingfruit' that might offer new growth opportunities. Theoverall conclusion of the report is that sector reformshould emphasize new Greenfield resource potential throughgenerative exploration by smaller and medium-sizedinternational 'junior' mining companies. Newresource development will be undertaken within astrengthened governance framework reinforced by acompetitive, transparent, stable, non-discretionaryregulatory regime. Although now highly fragmented, existingoperations will be improved with the introduction of newoperations performing to international good practice.Additionally, the private sector should be enabled toconsolidate license holdings under improved regulatoryenforcement that prevents licenses being held forspeculation without intention to undertake meaningfulinvestments that will result in development.
