【 摘 要 】

Carbon Finance Assist (CF-Assist) is acapacity building and technical assistance programestablished by the World Bank to help develop nationalcapacities of developing countries on carbon finance andclean development mechanism (CDM) activities. The objectiveof the mission is to develop CDM Program of Activities(PoA), based on a programmatic approach for CDM ProjectActivities (CPA) in solid waste sector in Morocco. Morespecifically the assignment consists of the assessment andvalidation of the feasibility of a nationwide CDM PoA forthe solid waste in Morocco and the development of a ProgramIdea Note (PIN) summarizing the results of the programassessment. Based on the information collected during themission first phase, an assessment model of the biogaspotential was developed for each targeted landfill. The PoAexpected emissions reductions were then evaluated for twopossible scenarios: an optimistic scenario assuming that allthe eligible landfills will develop CDM under the programfor both the biogas capture and electricity generationoptions and a more conservative scenario assuming gasflaring option only in most promising landfills.
