In this report the authors apply a verysimple analytic method to measure workforce productivity inthe health sector at the district level in Ghana. Theauthors then describe how the productivity analysis can bepotentially used to inform staffing decisions. Specifically,in this paper the authors: (i) develop an aggregate measureof workforce productivity that can be monitored regularly atthe district level in Ghana and could be applied in otherdata constrained settings (ii) explore factors that arecorrelated with workforce productivity at the district level(iii) examine trends in workforce productivity over time;and (iv) provide recommendations on further work,particularly on improvements in data collection.
