This report aims to document the pictureof rural electrification in Zimbabwe emerging from detailedinformation gathering surveys. In addition, elements arehighlighted that could feed into the process of developing acoherent rural energy and electrification strategy. Thereport, based on surveys, interviews, and otherdata-gathering exercises, is divided into seven chapters asfollows: Chapter 1 presents a general background of theZimbabwean energy sector, along with the methodologies thatwere used to collect data. Chapter 2 considers rural energydemand, presenting information on energy end-use, the energyservices delivered, and their costs. Also, it outlines theseasonal activities giving rise to energy demand. Chapter 3describes the dynamics of energy supply and the trends andopportunities arising from the current situation. Chapter 4discusses issues that any successful rural electrificationpolicy will need to address, including affordability andgeographic disparity. In order to identify the suggestedpolicy elements within the current energy sector structure,Chapter 5 describes the prevailing institutional andregulatory situation in Zimbabwe. It also describes on-goingand planned energy sector activities so that policy elementsacknowledge and build on these. Chapter 6 recommends policyelements from which a viable strategy for rural energy andelectrification might be formulated. Chapter 7 draws somebrief conclusions.
