While the number of privateinfrastructure projects continues to grow, tales of endlessdelays and exorbitant development costs still scare bothdevelopers and governments. The authors show that thesecosts are related not to project size but to thecharacteristics of the policy environment. As governmentsgain experience and clarify policy, these costs willinevitably fall.
